Officials from the Ministry of Cooperatives and Micro, Small and Medium Enterprises (MSMEs) Development convened this morning to assess the progress of key ministerial resolutions in a bid to enhance public service delivery and institutional accountability.
The status review meeting, held at the Ministry headquarters, brought together the Principal Secretary for the State Department of Cooperatives Mr. Patrick Kilemi, CBS the Principal Secretary for the State Department of MSMEs Development, Susan Auma Mang’eni, and departmental heads. The session was chaired by the Cabinet Secretary for Cooperatives and MSMEs Development, Hon. FCPA Wycliffe Oparanya.

The meeting reviewed the implementation status of resolutions that had been adopted during the recent Ministerial workshop. Central to the agenda was the Ministry’s renewed commitment to strengthening performance contracting—a strategy designed to sharpen service delivery and institutional transparency within the government.

“This meeting reflects our shared resolve to ensure that the resolutions we adopt are not only implemented but translated into real value for Kenyans,”
said Hon. Oparanya.

Principal Secretary cooperatives Mr. Patrick Kilemi echoed the sentiment, emphasizing that enhanced service delivery to citizens relies heavily on continuous performance tracking and internal efficiency.
“This is not just about fulfilling obligations. It's about building trust with the public and delivering results that matter at the grassroots level,”
he stated.
According to ministry officials, efforts are underway to digitize and streamline performance monitoring tools to allow for real-time tracking of milestones and public feedback. The Ministry is also exploring mechanisms to further integrate cooperatives and MSMEs into the national development agenda by ensuring that public servants are held accountable through clearly defined performance indicators.

The Ministry reaffirmed its commitment to the government’s broader vision of an inclusive economy driven by empowered cooperatives and thriving MSMEs—sectors recognized for their critical role in job creation, poverty reduction, and local development.
As part of ongoing reforms, the Ministry has also pledged to enhance transparency by publishing regular performance scorecards and engaging more directly with stakeholders across the country.

Hon. Oparanya added.
“We are moving from intention to impact, and every officer must be part of this journey.”
